When you use your phone isn't it supposed to roam to the host country to connect?
I am not sure how it works on mobile networks but for IP distributed via DHCP you get a lease time before it is renewed and the setup is likely to know the IP of your dhcp server so it is possible that you may retain the same IP or an IP from the same pool of addresses or possibly you have not yet renewed to a local address.
The phone connection certainly roams but I am not aware if it is the same thing as the data network set up.
Just some educated guesses, could be completely wrong.
Assuming that you do not have a static IP address set up of course.

Apparently some providers will tunnel you back to your home network.
It also may not be IP which is identifying your location but it is possibly a cookie which is set.
clearing cookies and check again would prove this.
