The stupidity of the co2 emissions by country argument is illustrated by the following...

If we are worried about Australia's standing as a countries total emission, the cheapest course of action is to disolve the commenweath, and elevate the states to country status.

If we are worried about the per-capita emissions in Australia, the cheapest course of action is to invade Indonesia, forming one combined country where our per-capita emissions would drop to china-like levels.

Madness.

The great thing about per-country measurements is that you can solve your per-country rankings by simply invading another country, and not doing a thing to lower your co2.

Depends what your goal is I guess.
