WWI lasted 4 years. WWII 6. Afghanistan 10 years and going, because of pissing about with drones and hearts and minds and building roads and all that nonsense.
It would have been better to carpet bomb them for 6 months and then tell them they can have whatever government they want but if they do something silly again, like shelter terrorists, the bombing will resume and will last for 12 months.
Repeat until desired consistency is achieved.
Let them have a bit of self-determination, I say. The burden of responsibility, innit. Hanging's too good for 'em.

You put your men on the ground to achieve your military objectives.

Carpet bombing is designed to shock populations. You Germans invented it and called it blitzkrieg. The Americans had the opportunity to test the effect of sustained carpet bombing on the population of Vietnam. They found that contrary to prior military thinking, it does not destroy local morale or bring an enemy population around. Instead, populations adapt and look to their leaders for security and support.
Britain in WWII is the best example of this: "we will
never surrender".
If your military objective is to counter insurgency, carpet bombing will not succeed. Terrorism? Forget about it. You'll only create more terrorists.
Basically, there is no tried and tested technique to erradicate insurgency and counter guerilla warfare. The US is the biggest military power the world has ever seen. They have the best and brightest strategists, the best bombs, the sharpest shooters and the smartest special forces. And they can't counter insurgency. What to do?
Go back to your objectives - what exactly are you trying to achieve?
The problem with your "solution" is that you are repeating the same behaviour and expecting different results. "Repeating until desired consistency is achieved" is typical old boy problem-solving. It's the sort of dulled-down, alcohol-related brain damaged thinking old boys are experts in. It has never worked, and it never will.
