'Ashamed' Salvation Army paid $15m to child sex abuse victims, inquiry told

THE Salvation Army has told a Victorian sex abuse inquiry it is ashamed of the treatment of children that occurred in its homes, as it revealed it has paid out more than $15 million to victims and that 50 Salvation Army officers had been named as abusers.

In a statement to the Victorian parliamentary inquiry, Salvation Army legal secretary Malcolm Roberts said, "The Salvation Army is ashamed of the treatment many children placed in our care in children's homes received.

"This should not have happened and this was a breach of the trust that was placed in us.

We are deeply sorry.

"We are ashamed and deeply regret what occurred all those years ago and for those who were abused and whose lives have been so damaged I sincerely apologise on behalf of the Salvation Army."

He said that since compensation claims began to arise in the late 1990s, the Salvation Army had received 474 abuse claims, 470 of which arose out of children's homes, the last of which was closed in the 1980s.

He said the Salvation Army had so far paid out $15.5 million and had an annual budget of $4 million for abuse compensation.

Under intense questioning, Captain Roberts said the Salvation Army had not conducted an investigation into allegations of systemic abuse at homes including the Box Hill and Bayswater boys homes and the East Camberwell girls home, in Melbourne's east, even after a judge found there was a "nest of pedophiles" at Bayswater, who would abuse boys at the home and take them away from the home to abuse and torture them.

He said the Salvation Army would conduct such an investigation if directed by the inquiry, but said, "The difficulty of this situation is that so many of these people are dead."

Captain Roberts revealed that 50 Salvation Army officers had been "named" in allegations of abuse.

Of those 50, he said, 37 were deceased, three or four were in jail and two were still active officers, against whom nothing had been proved.

He said he had seen a service card for one officer who was put on "sick leave" and then transferred away from children's homes after confessing in March 1950 to the sexual abuse of four boys at Box Hill and Bayswater. He said he knew the officer was never assigned to a children's home again, but did not know whether he was reported to police.

Captain Roberts said the Salvation Army was endeavouring to respond to abuse claims in a "caring and compassionate manner", but angered victims at the hearing when he said he did not believe there was a pedophile ring at Bayswater and that he did not believe the Salvation Army hierarchy knew of the abuse.

Outside the inquiry, Alf Stirling, 72, and Brian Cherrie, 60, who have been compensated for the abuse they suffered at Bayswater and Box Hill homes, condemned the Salvation Army for not investigating the suffering that occurred in its homes.

The Salvation Army made a formal apology for the abuse of children in its care up to the 1990s in Canberra in 2010, in which they acknowledged the "rigid, harsh and authoritarian" environment inside many of its homes.

The tide is turning for America, foreign operatives fronting for global banking interests have been discovered and exposed in high positions of the federal and many state governments. These operatives have been involved in sedition and treason for many years, but only recently has the American public been made aware of this situation.

The time has come to answer the question, do we have a government of men or a government of laws?

The United States Constitution is the highest law of the land, the Supreme law from which is derived all other laws. For years and most extremely since 2001, the Supreme law of the land has been egregiously disregarded by rank-and-file members of the united States House and Senate, high ranking members of the judiciary, the Presidents of the United States and a long list of state government “officials”, judiciary and governors. These sworn up-holders of the Constitution have with impunity been guilty of wantonly violating the Supreme law of the land and their sworn oaths.

I believe the time is right now to call for arrests and resignations of a laundry list of traitors in the federal and state governments. The time has come for a Nuremberg-style trial on charges of sedition and treason for those actively supporting or calling for the end of the Constitution, the violation of the Second Amendment, the Fourth Amendment, the Ninth and Tenth Amendments and others.

The list is long and it can begin with the resignation of Barack Obama and his staff, followed by the resignation of Eric Holder and his staff. Next any Senators and House members supporting restrictions and sanctions against citizens legally, under the Supreme law of the land, choosing to keep and bear arms in America, must be relieved of their duties and tried for treason.

After cleaning house in the federal government, investigations leading to arrests must be made in many states including New York, Maryland, California, Connecticut, Massachusetts, Illinois, Colorado, Hawaii and several others.

Governors and legislators, signing and supporting restrictions and sanctions against those choosing to keep and bear arms, should be tried on charges of treason for knowingly advocating and actively attempting to overthrow the Constitution (the Supreme law of the land) with acts violating the Second Amendment and others incorporate in state law and violations of oaths.

I have selected violation of the Second Amendment as an important criteria for grounds on charges of treason, because the Second Amendment is the fundamental physical restraint built into the Bill of Rights ensuring law abiding Americans have recourse to force - if, and when, foreign usurpers attempt an overthrow of the governments of America. Attempting to restrict, curtail, or eliminate the application of the Second Amendment is clearly a means by which to provide comfort and safety to foreign usurpers.

There are many private groups and organizations that have also been seditiously supporting and funding attempts to disarm Americans. There are many individuals actively supporting the treasonous actions of those mentioned above. There must be investigations into these groups and organizations to determine culpability regarding charges of sedition.

I think it is now time for all of us to speak to our remaining Constitution-abiding government representatives, our sheriffs and state and county level prosecuting attorneys and demand traitors be arrested and brought to trial.

The occupation and deconstruction of the American system of government and traditional way of life must stop. It has to stop for mankind’s sake.

Over the period of three years, OPPT Trustees Heather Ann Tucci-Jarraf, Caleb Skinner and Hollis Randall Hillner diligently researched, investigated and created the OPPT by learning through personal experience that the root of the corrupt system had its origins within with the Uniform Commercial Code (UCC). They came to know that the system had been crafted by a few powerful individuals to intentionally, perpetually, financially enslave humankind.

Everything Is Rigged: The Biggest Price-Fixing Scandal Ever

Conspiracy theorists of the world, believers in the hidden hands of the Rothschilds and the Masons and the Illuminati, we skeptics owe you an apology. You were right. The players may be a little different, but your basic premise is correct: The world is a rigged game. We found this out in recent months, when a series of related corruption stories spilled out of the financial sector, suggesting the world's largest banks may be fixing the prices of, well, just about everything.

You may have heard of the Libor scandal, in which at least three – and perhaps as many as 16 – of the name-brand too-big-to-fail banks have been manipulating global interest rates, in the process messing around with the prices of upward of $500 trillion (that's trillion, with a "t") worth of financial instruments. When that sprawling con burst into public view last year, it was easily the biggest financial scandal in history – MIT professor Andrew Lo even said it "dwarfs by orders of magnitude any financial scam in the history of markets."

That was bad enough, but now Libor may have a twin brother. Word has leaked out that the London-based firm ICAP, the world's largest broker of interest-rate swaps, is being investigated by American authorities for behavior that sounds eerily reminiscent of the Libor mess. Regulators are looking into whether or not a small group of brokers at ICAP may have worked with up to 15 of the world's largest banks to manipulate ISDAfix, a benchmark number used around the world to calculate the prices of interest-rate swaps.

Interest-rate swaps are a tool used by big cities, major corporations and sovereign governments to manage their debt, and the scale of their use is almost unimaginably massive. It's about a $379 trillion market, meaning that any manipulation would affect a pile of assets about 100 times the size of the United States federal budget.

It should surprise no one that among the players implicated in this scheme to fix the prices of interest-rate swaps are the same megabanks – including Barclays, UBS, Bank of America, JPMorgan Chase and the Royal Bank of Scotland – that serve on the Libor panel that sets global interest rates. In fact, in recent years many of these banks have already paid multimillion-dollar settlements for anti-competitive manipulation of one form or another (in addition to Libor, some were caught up in an anti-competitive scheme, detailed in Rolling Stone last year, to rig municipal-debt service auctions). Though the jumble of financial acronyms sounds like gibberish to the layperson, the fact that there may now be price-fixing scandals involving both Libor and ISDAfix suggests a single, giant mushrooming conspiracy of collusion and price-fixing hovering under the ostensibly competitive veneer of Wall Street culture.

Why? Because Libor already affects the prices of interest-rate swaps, making this a manipulation-on-manipulation situation. If the allegations prove to be right, that will mean that swap customers have been paying for two different layers of price-fixing corruption. If you can imagine paying 20 bucks for a crappy PB&J because some evil cabal of agribusiness companies colluded to fix the prices of both peanuts and peanut butter, you come close to grasping the lunacy of financial markets where both interest rates and interest-rate swaps are being manipulated at the same time, often by the same banks.

"It's a double conspiracy," says an amazed Michael Greenberger, a former director of the trading and markets division at the Commodity Futures Trading Commission and now a professor at the University of Maryland. "It's the height of criminality."

The bad news didn't stop with swaps and interest rates. In March, it also came out that two regulators – the CFTC here in the U.S. and the Madrid-based International Organization of Securities Commissions – were spurred by the Libor revelations to investigate the possibility of collusive manipulation of gold and silver prices. "Given the clubby manipulation efforts we saw in Libor benchmarks, I assume other benchmarks – many other benchmarks – are legit areas of inquiry," CFTC Commissioner Bart Chilton said.

But the biggest shock came out of a federal courtroom at the end of March – though if you follow these matters closely, it may not have been so shocking at all – when a landmark class-action civil lawsuit against the banks for Libor-related offenses was dismissed. In that case, a federal judge accepted the banker-defendants' incredible argument: If cities and towns and other investors lost money because of Libor manipulation, that was their own fault for ever thinking the banks were competing in the first place.

"A farce," was one antitrust lawyer's response to the eyebrow-raising dismissal.

"Incredible," says Sylvia Sokol, an attorney for Constantine Cannon, a firm that specializes in antitrust cases.

AGENT to the stars Max Clifford has vowed to clear his name after he was charged with 11 counts of indecent assault dating back to an alleged attack on a 14-year-old in 1966.
The 70-year-old British celebrity publicist, who has represented a string of famous pop stars and even one-time murder accused O.J Simpson, said today the claims were totally false and would be fought in court.
He said he had been living a “nightmare” since last December when he was first questioned by police from Operation Yewtree, which began as a probe against hundreds of sex assaults by entertainer Jimmy Savile but broadened to look at claims against other celebrities.
Those celebrities include Rolf Harris who was arrested by detectives from Yewtree last month and bailed to appear before them again, sometime next month.
“I have never indecently assaulted anyone in my life and this will become clear during the course of the proceedings,” Clifford said today.
