He is the judge who thinks  burglars are ‘courageous’ – an opinion which earned him an official reprimand for damaging public confidence in the courts.
Now Peter Bowers is at the centre of another controversy, this time for letting a convicted paedophile skip jail because he thought he ‘would suffer very badly’ in prison.
In a move which has outraged campaigners for victims of child abuse, the judge allowed 24-year-old child-porn addict Mark Martin to walk free, despite the fact that he is a repeat offender.

The trial finished long ago.

The Light is forgiven for contempt of court. He will manifest what is sown by he.

And now, dear ones, my work here is done.

God speed, there is pressing work to be done in untold dimensions.

The historic Royal Commission into Institutional Responses to Child Sexual Abuse will begin in the Victorian County Court in Melbourne today.

The commission will look at religious organisations, state care providers, not-for-profit bodies, as well as child service agencies and police forces and what can be done so that the victims have justice.

The commission's chairman, Justice Peter McClellan, will today provide information on how future private and public hearings will be conducted.

The senior counsel assisting the commission, Gail Furness, will also deliver an opening statement.

Victims and witnesses will not take part in today's proceedings.

Prime Minister Julia Gillard announced the royal commission in November last year, a week after explosive allegations made by a senior detective in the NSW police force.

Detective Chief Inspector Peter Fox alleged in an interview with Lateline last year that the Catholic Church hierarchy protects paedophile priests, silences investigations and destroys critical evidence to avoid prosecution.

But Chief Inspector Fox has told the ABC's 7.30 program that NSW Police have informed him he will not be considered a whistleblower.

He says that decision leaves him open to litigation.

The commission is set to run until December 2015 and has been compared to a similar inquiry in Ireland, which lasted a decade.

The Government is due to deliver an interim report by the middle of next year.

Many people are hoping the scale of abuse will be revealed today, while there are reports the commission is struggling to deal with the amount of people wanting to give evidence.

Abuse survivor Stephen Woods told Lateline he expects the scale of the investigations to be "massive".

"There's so much information, there's so much crime, there's so many people who want to talk about their pain, and we're talking about pains of thousands of people - it's going to be massive," he said.

Even before the first hearings there appear to be problems with victims trying to tell their stories.

Support groups say parts of the referral process for victims are shambolic.

Abuse victim Nicky Davis from the group Survivors Network of those Abused by Priests says victims will find it difficult to submit their stories to the commission.

"I think expecting people to go to the commission's website, particularly these very traumatised people, may be asking a little too much," she said.

"There might need to be some public awareness advertisements as well, but it needs to be very, very clear and simple.

"It's very hard to do that final step to submit it. It's really tough even though I'm very familiar now with telling my story it's hard and you can't underestimate how hard it's going to be for people."

One widely anticipated outcome is the mandatory reporting of abuse allegations.

Mr Woods says that needs to happen as soon as possible.

"It has to be even initiated before the royal commission is finished because there's so many things that are being done now and there's so many paedophiles who are dying now, and there are so many victims who are still dying, that mandatory reporting has to come in straight away," he said.

THE policeman who blew the whistle on an alleged cover-up of child abuse by Catholic priests in the Hunter region has been told by NSW Police he's not a whistleblower.
Detective Chief Inspector Peter Fox's claims that the church covered up evidence about pedophile priests and hindered - and in some cases silenced - police investigations into child abuse prompted a NSW government special commission of inquiry into the matter.
That contributed to the federal government's announcement of a royal commission into institutional response to child sexual abuse, which begins on Wednesday in Melbourne.
But NSW Police last week told Insp Fox he couldn't be classified as a whistleblower for technical reasons.
"That's a little bit odd. I would have thought that's the very thing this legislation was created for," Insp Fox told ABC television on Tuesday.

The decision means he has no legal protection in making public comments about child sexual abuse cases.
"It means that I'm probably going out on much more of a limb in making these comments than what I would normally have gone," he said.
"At this stage the police department is obviously quite content with that stance."
But he has no regrets about what he did.
"It has been very trying on us but ... we've at least got a choice in what we're doing," he said.
"A lot of those abuse families haven't had a choice in what has happened to them and they've gone through a lot more hell than what we're going through."

Biography

McClellan received his secondary school education at Normanhurst Boys' High School. Fellow Supreme Court Justice Ian Harrison (who also attended the school) said that "that school was instrumental in assisting your Honour to overcome adolescent difficulties you had with low esteem, lack of confidence and self doubt".[2] McClellan later studied Arts and Law at The University of Sydney.[3]
McClellan was admitted to practise law in 1975, and was later called to the Bar.[3] In 1984-1985 he held the role of Counsel Assisting the Royal Commission into British nuclear tests in Australia. Also that year, he was appointed Queen's Counsel.[3]
In 1998, McClellan was the Chairman of the Sydney Water Inquiry.[4] On 29 January 2001, McClellan was appointed a Justice of the Supreme Court of New South Wales.[5] From 25 August 2003, McClellan was the Chief Judge of the Land and Environment Court of New South Wales, leaving this role on 1 September 2005 due to his re-appointment to the Supreme Court.[6]
McClellan has also worked as an Assistant Commissioner at the Independent Commission Against Corruption and as an Acting Judge of the District Court of New South Wales. In addition, he has held the position of New South Wales President of the National Environmental Law Association.[3]
In the 2011, McClellan was appointed a Member of the Order of Australia for service to the judiciary through the Supreme Court of New South Wales, to environmental law, and to legal education.[7]
On 11 January 2013, Justice McClellan was announced as the head of the Royal Commission into Child Sexual Abuse.[8][9]

Counsel assisting the Commission Gail Furness, SC, said the types of institutions that would form part of the commission's investigations include orphanages, schools, churches, parishes, groups such as the scouts, organised sports.

Ms Furness said the commission has received over 1200 calls already.

Anyone wishing to share their experiences with the commission can call 1800 099 340 between 8am and 8pm, or email solicitor@childabuseroyalcommission.gov.au.

If they want their case to be forwarded to the police, the royal commission will liase with authorities.

She said it would be taken into account that people may not remember specific dates, and that some people may require assistance such as an interpreter.

The Attorney-General Mark Dreyfus earlier announced that any victims of child abuse giving evidence to the commission will have access to free legal advice.

The community has to acknowledge fundamental wrongs that have been committed in the past, the chairman of the royal commission says.

Justice Peter McClellan was outlining the process under which the commission will operate.

He said the commission had to examine some difficult truths.

"The community has come to acknowledge that fundamental wrongs have been committed in the past which have caused great trauma and lasting damage to many people," Justice McClellan said at the first sitting in Melbourne on Wednesday.

Justice McClellan said it was vital victims of child abuse had their stories heard.

"Part of the task given to us ... is to bear witness, on behalf of the nation, to the abuse and consequential trauma inflicted on many people who have suffered sexual abuse as children," he said.

"For the individuals who have been traumatised, giving an account of their experiences and telling their story can be an important part of the recovery process."

The commission will not begin hearing evidence until later this year.

Justice McClellan said the extent of abuse and the institutional response to it were among important issues raised by the royal commission's terms of reference.

"It is already apparent from the work done by other inquiries and the cases which have been prosecuted in the courts that children have been sexually abused in a variety of institutions over many decades," Justice McClellan said.

Justice McClellan said it would be difficult for the commission to complete a proper investigation between now and June 2014, when the interim report is due.

"It is unlikely that the commission can complete its work within the timeframe for the delivery of the final report."

He said it's expected at least 5000 people will want to appear before the commission.

"The number could be much higher," he added.

He said the commission anticipates each person may need at least an hour in which to tell of his or her experience.

Justice McClellan expects many institutions will co-operate and waive confidentiality clauses they have with victims.

He said if such clauses were not waived the commission had powers to overcome them.

Justice McClellan said the commission had already requested documents from several organisations.

"I can indicate that the commission had already served notices on particular bodies within the Catholic Church in Australia and its insurer, the Salvation Army and the NSW Director of Public Prosecutions seeking the production of documents," he said.

"More notices are being prepared."

i have disclosed much information upon

the cult/religion known as freemasonry.

differing lodges religions governments corporations

institutions royal bloodlines

these are now experiencing a royal commission

into the crimes against humanity. the outcome

of this trial , one of many , will announce the findings

in its independent order of process as the crown

is the presiding authority, that is , the sovereign..

whether this is a conflict of interest in and of itself

judging itself is up for individual interpretation

all is well be at peace
