This Jewish [OT] law is speaking of COVENANT BREAKERS.

AGAIN,

If the Hebrew people had freely entered into a covenant with their God, and then transgressed their covenant,
IS IT A GREAT EVIL,
if those particular people that are responsible for the transgression of the covenant be punished,
ACCORDING TO THE TERMS OF THE COVENANT ?

But why is it 'not nice', or, EVIL, ...to expect someone to honour their legal agreements, or, expect to receive the appropriate to punishment for NOT honouring an agreement ?
