Forget the terminology, let's just look at the facts (and answer your question):
a) in order to vote, one must be on the electoral roll
b) illegal immigrants can not be put onto an electoral roll
Ok, now to your question (ignoring the fact that illegal immigrants aren't actually accepted into this country):

However, I'd love to hear your reasoning. How exactly can someone be a "potential new vote", for
any political party, if they can not be included on the electoral roll?
