Holden says we should give it our hard earned tax payers money because we are one of the 13 countries that can actually make cars and there are plenty of other countries that would jump at the chance to do so !! So what's stopping them setting up in those countries ?

This sounds like the same excuse as to why Victoria keeps losing money on the Grand Prix !!
