Helping a segment of the society, by treating them as children is not help.

It's patronisation.

If laws are being broken in these communities, then the law and policing is the avenue, not the welfare payments of the whole community.

It's not a matter of moral authority - it's the law. If dysfunctional communities are routinely breaking the law, with terrible consequnces, it is our duty to stop them.

Because this racist law leaves them out.

Yes it does left them out woody, simply because this behaviour is not widespread and built into social norms in 'white' society.
But it has become the social norm in the communities whether you choose to accept it or not.
And the women there have cried out and asked the Government to do something, which they did.
Either we have the intervention, or we simply go back to what we had before with rapes, women bashing and child molestation.
And that's not going to be allowed to happen again.
