Yes, the money will go into consolidated revenue. But there'll be an offsetting reduced intake due to lower tax rates plus increased outgoings due to pension increases. The remainder (which is still a sizeable chunk of money) goes into a fund for R&D into renewables. So there is an R&D component in this scheme.
