Quite right Verge, but this has sensibly be mentioned before & knocked on the head as far too expensive by several posters here.
Thankfully they are not in charge of the nations purse strings.
While yes it maybe an expensive investment now, whether you believe CC has something to do with man or not everyone seems to agree it's happening so these events are going to be more frequent.
I'm not sure of the effect on underground wires in floods but at least with cyclones you could reasonably expect the power to stay on as there will be no poles going down to disrupt service.
You never rebuild to existing standards, as that infrastructure is already decades old. You go new then delay any future costs.
If your house burns down in a fire you dont put an old kitchen and bathroom back in the new one do you.
It reminds me of a time when a small shire was digging up the towns and putting in new sewerage lines. As a way of getting natural gas to their towns (which had been dismissed by the energy mob as too expensive) they got them to put the piping in at the same time and shared the costs.
If we are digging up the roads to relay the road base, its not that much harder to put the trencher through and start doing the work.
What is more expensive now will save you big dollars in the long run.
Oh, and to Andre's comment, coming under budget is a peice of piss, espically when you set the things to begin with.
