At the same time, Australia was publicly moving to bring Tokyo before an international court.

The opposition says the government was saying one thing publicly and then another thing privately about whaling.

"The government has engaged in the deception of the Australian people," environment spokesman Greg Hunt told ABC Radio on Tuesday.

"They were simply, flatly dishonest, it's unacceptable."

It was "sad" that a government should act in such a manner and "terrible" for diplomacy, he said.

"It hurts Australia's case against whaling."

The documents show Australian officials were willing to accept a compromise deal with Japan over whaling - despite then-environment minister Peter Garrett, rejecting the idea publicly.

But Mr Garrett's former chief of staff, David Williams, told the US Australia could accept a deal.

The agreement would have overturned the ban on commercial whaling, in return for Japan reducing its so-called scientific research program.

The deal had the backing of New Zealand and the US in the lead-up to International Whaling Commission talks in the middle of 2010.

The cables also show former environment minister Peter Garrett warned the US ambassador in Canberra on February 5 last year Labor felt boxed in by moves by the Australian Greens in parliament to examine Japanese spy flights over anti-whaling ships.

Greens leader Bob Brown says the revelation is very troubling.

"It means Labor was looking at going along with the deal," he told Canberra radio station 2CC.

"The implication here is that if the Greens hadn't been there, Australia would have gone along with that deal and sounded the approval for the killing of thousands of whales."

Senator Brown said he was disappointed, but not surprised the government had been discussing a secret deal.

"You can't help but think both the Howard government, then the Labor government that followed are worried about a free-trade agreement with Tokyo," he said.

"They should simply put that on the side."

Senator Brown said there was enormous public support for much greater government action to put an end to the "bloody destruction" of whales in Australian Antarctic waters.

Comment is being sought from Environment Minister Tony Burke.

Pretty gutless cuntry we are when we allow Politics to interfere, hamper and sabotage our Conservationists efforts to stop Nipponese animal abuse.

This is a Conservation situation.
NOT a Political situation.

Why is it that Politics has to control everything?
Is Australian Politics gonna do a better Artwork than those software dudes from Happy Feet?
Is Australian Politics gonna play better Music than Dead Can Dance?
Is Australian Politics gonna dress better than the Spiritual Fashion Industry?
...so where does Australian Politics come into it when it comes to the Conservation of our region, let alone Species in general?
