In fact this discussion bears a reprint of my thoughts on the Board, from December 12th, 2010.

It seems that the very structure of the boards lends itself to some of the reason (in fact, quite a bit), for the attention of moderators.
If the boards were re-organised along the following lines, then it would "lessen the number of posts that need to be moved", which seems to be one of the prevalent issues -
General Board - including Chat sub-heading
Global Thinking Board - to include all things Global
Political Board - All things relevant to Australian Politics, including sub-headings for Sustainability Party, Liberal Democratic Party and Economics (Federal & State)
Fedback Board - including Technically Speaking sub-heading
Spirituallity, Religion Board - including Islam sub-heading
Health & Wellbeing Board - including sub-headings for Relationships, Secret Womens Business & Multiculturalism & Race, Philosophy and Drugs
Environment Board - including Hunting & Fishing sub-heading
Finance & Shares Board - including sub-headings for Finance News & Stocks & Shares Talk
Other Board - including sub-headings for Fringe, Transport, Extremism
A revamp in the above line may immediately cut out some of the need for "threads & posts" being moved, although frankly, I don't think "moving threads" achieves a great deal, anyway.
The main bugbear with internet boards (everywhere), are mainly via the attitudes of people, who are intolerant that everyone has differring perceptions of the same set of facts and that will remain.
The 'trick" being to allow discussion, but bring down the curtain on abuse!
Btw, you are also correct about these boards & democracy!
So the general board would be for apolitical stuff?
People will post things here, there and everywhere, I don't see any great reason for posting Political related issues in General or anywhere else, after all this is the OZPOLITICS board.
However, I would think most Political posters would still post the major of their posts on the Politics board.
The main issues are -
1) It really isn't the end of the world, if a few posts are not in the right area, according to moderators.
2) Offensive posts & posters are one of the big reasons that led to the demise of the Yahoo Boards and that is where the effort should go. I that means a few posts go to what you or I think is the wrong area, then so be it!
As I said earlier, the 'trick" is to allow a diversified discussion, but bring down the curtain on abuse!
