The federal Liberal member criticised the state Coalition government, saying farmers in south-east Queensland were receiving higher rates of state and federal co-ordinated funding than their Victorian counterparts.

These measures are valuable and worthwhile, but they will not be sufficient to assist the farmers who need to pay down debt and find enough to face another season with very little income, she said.

Country News had not received a response from Deputy Premier and Regional and Rural Development Minister Peter Ryan at the time of going to print

Victorian councils will receive a second federal government payment of more than $92 million for flood relief.

Regional Development Minister Simon Crean said the commonwealth assistance followed a request from the Victorian state government after the summer floods.

"The payment of more than $92 million to Victorian councils has been brought forward by more than two-and-a-half months, Mr Crean said in a statement on Friday.

"A total of more $184 million has now been made available early to Victorian councils - the first early payment was made in late January.

"In bringing forward these payments we are supporting councils to meet their immediate needs for clean-up and early recovery.

In early February, the federal government committed $500 million for flood recovery in Victoria.

Mr Baillieu has foreshadowed a difficult budget, because of what he claims are "black holes" left in the state's finances by Labor.

He says there are several projects committed to by the previous Government that were not properly costed.

"The notion that the Brumby Labor Government were somehow good economic managers is a complete and utter myth," he said.

"There are black holes galore, there are project over-runs, there are projects that have been not even costed at all.

"You only have to look at the Regional rail link to see that. And that is an exercise in economic mismanagement."

He says it is going to be difficult to balance the state's budget.

"The budget process is probably going to be as challenging as it's ever been in VIctoria, certainly in recent years," he said.

But Daniel Andrews has rejected the claim Labor left the state's finances in ruin.

He says
Mr Baillieu himself said Victoria was in a good position, shortly after taking Government.

"After he received his initial briefings from the Department of Treasury and Finance he came out and spoke to the media, this is back in December, and said that the state's finances were sound," he said.

"[Mr Baillieu said] that the budget was in strong surplus and the finances were sound.


"It now suits his political purposes to come and and invent and scaremonger about black holes.

"There are no black holes."

THE Victorian Government is the spin king of Australia, with more than 700 of the nation's 3000 media advisers working for Premier John Brumby and his team.

The Brumby Government and its agencies are employing hundreds of staff to manage their public perception at a cost to taxpayers of more than $70 million a year, a Sunday Herald Sun investigation has found.

Nationally, Australia's taxpayer-funded spin bill is at least a quarter of a billion dollars a year, employing an army of at least 3000 media advisers to sell government programs.

Victoria's public service is in a spin, with 782 staff employed as media, communications, marketing and public affairs advisers across key government departments and services such as police, ambulance and fire brigades.

Internal Government documents reveal that if the total Victoria Police corporate communications team is included, the total figure is 822.

There are more publicly-paid spin doctors in Victoria than MICA paramedics, orthopedic surgeons and forensic police.

And the State Opposition argues the number of public sector communications staff is as high as 964.

The Government and its agencies intially put the number at only 72 when asked how many media advisers, directors, assistants, workers and support staff they employed.

The figures do not include sub-contractors, public relations teams and external consultants brought in for specialist projects or spin doctors employed by the state's public transport services.

Mr  Brumby and his ministers have 23 media advisers at their disposal, plus another 46 employees in the Department of Premier and Cabinet charged with promoting the Government, including 12 staff whose sole purpose is media monitoring.

The Department of Industry Innovation and Regional Development has a "Sydney PR manager" and "destination communications manager" as well as a strategic communications manager, online communications manager, adviser, information officer and communication manager.

The Department of Health, including the much-maligned former Department of Human Services, has a media unit with five spin doctors, but a total communications staff of 111.

And the Department of Primary Industries employs Melbourne communications staff in roles "to be confirmed" and "yet to be defined" as well as a "media and issues analysis adviser", "corporate reputation" department and web writers.

Opposition scrutiny of government spokesman David Davis said the time and money invested in spin should be put to better use solving the state's health, public transport and public order problems.

"This is incredible, the size of John Brumby's propaganda unit is the largest anyone has ever heard of," he said.

"John Brumby is so arrogant he has built the biggest propaganda unit outside of North Korea.

"The Opposition have four media advisers, John Brumby has almost 1000."

There are at least 650 people employed as public affairs officers across the main federal public service departments and hundreds more are employed in dozens of smaller agencies, according to answers received directly from departments and responses to Senate committee inquiries during the last term of government.

A further 44 ministerial media advisers headline the Gillard Government's spin effort.

The NSW Government admitted to employing 156 spin doctors.

Queensland had 350 department media advisers and 51 ministerial advisers, WA had 265 in total, SA had 228 and Tasmania had 123 in 2008.

A handful of federal government departments were willing to reveal how much they spent on spin, but an Opposition estimate, based on figures released to the Senate over an 18-month period from 2008, put the cost at more than $50 million a year.

Overall, the bill across the states, territories and Federal Government totals at least $250 million a year.

The average salary for public relations and communications personnel in Melbourne is $75,623, but with sweeteners such as superannuation, payroll tax, long service leave, workcover and recreational leave, the average Government wage for the role is estimated at $90,000.

The Department of Justice last week advertised a "communications, marketing and media" role in the newly-formed Office of the Fire Services Commissioner with a salary range of $93,740 to $125,443.

Documents obtained by the Sunday Herald Sun through Freedom of Information show five casual media interns hired by the "Government and corporate group" between January 28, 2008 and June last year cost $203,165.

The spin revelations come as Labor elder statesman John Faulkner launched a stinging critique of the party's lack of substance, warning that cunning was overtaking courage.

Shadow health minister Gavin Jennings demanded the government commit to funding the centre's completion.

"Every year, 10,000 people die from cancer. The Coalition had no cancer policy at the election. The minister’s only plan is to effectively scuttle the centre,’’ Mr Jennings said.

The government has already scrapped a trial that would have given 500 public hospital doctors iPads in a bid to give them bedside access to patient records.

Mr Davis said the $500,000 trial had not been included in the former government’s budget.

THE State Government has promised the final round of funding for the Olivia Newton-John Cancer and Wellness Centre.

The Austin’s chief executive Brendan Murphy said Newton-John who is in Florida, “squealed’’ when told of the funding announcement today.

Premier Ted Baillieu announced this afternoon his Government would commit to the outstanding $45 million to complete the Heidelberg-based centre.

Barely enough funding to begin the earliest stages of the much needed Monash Children's Hospital will be provided in the first term of the Baillieu Government, with the bulk of the money listed as "remaining expenditure" after July 2015 if it regains office, according to the secret draft.

Only $40 million of the $165 million needed for the Royal Eye and Ear Hospital redevelopment has been allocated over the next four years.


But those projects faired better than the Olivia Newton John Cancer Centre, which missed consideration in the drafts and final election announcements.




The documents also reveal the Government originally intended to deliver its Metropolitan Health Plan within 120 days of winning office - that blew out to 150 days by election day.

Opposition health spokesman Gavin Jennings said the embarrassing leak showed a health plan delivering too little, too late.

"It's no wonder this plan was kept a secret," he said.

The Coalition Government will invest $44.88 million to fix Labor’s black hole left in the Olivia Newton John Cancer and Wellness Centre.

The funding will result in the full fitout of the new facility.

Labor in government failed to budget for the fitout of the Olivia Newton-John Centre, leaving a massive black hole that would have left 2000 ill Victorians at risk of not receiving timely treatment.

Labor’s failure to properly scope and fund the project in last year’s Budget once again proves its incompetence.

If not for today’s intervention by the Coalition Government in providing this additional funding, the centre would have remained an empty shell – incomplete and with most wards not fitted out.

“The Coalition Government has taken the view that, even though we did not create this problem, we will act responsibly and fix the problem,” Mr Baillieu said.

“Labor’s approach to budgeting was reckless and irresponsible. We will not allow that to continue, and so we have acted to provide the necessary $44.88 million to complete the fitout of the centre – both the clinical and research sections.

“Construction is expected to be completed by March 2013 and the centre will be operational by April of that year,” Mr Baillieu said.

The Olivia Newton-John Cancer and Wellness Centre will integrate and expand upon services that are currently located across several campuses. When completed, the centre will provide greater clinical and research facilities including:

the fit-out of 32 inpatient oncology beds;
32 inpatient haematology beds;
28 palliative care beds;
the fit-out of multi-disciplinary outpatient clinics, cancer administration and clinical trial services; and
the fit-out of two half-floors of cancer research laboratories.
Health Minister David Davis said the completion of this facility would add to Victoria’s cancer treatment and cancer research capacity into the future. In conjunction with Austin Health, the centre will provide an invaluable community benefit.

“The Victorian community has expressed a strong view on this project and we have listened and acted responsibly in their interests,” Mr Davis said.

“The betrayal of the patients who will use this facility by the Labor Party – that has cynically sought to play politics despite its reckless incompetence – will be long remembered.”
