Well there is a large slice of Australian Culture that percieves the act of being 'poor' as an excuse to be 'nasty'.
Take the Tale of Two Cities for example: Melbourne & Sydney
I have lived in both.
In Sydney, I somehow percieve the rich as being hardworking and nice, but the poor as being nasty and ungrateful.
In Melbourne is is the reverse.
How do I come to this perception?
Well maybe it is the 'Police' factor?
I think Sydney Police are culturally brought up to aim for the top and hence why the 'Upper Class' are on their best behaviour ...and probably why you get 'riots' at street-level in Sydney and the Cops aren't really trained to meet such adversity.
In Melbourne, the so-called Westie (or Bogun) comes across a bit more behaved, possibly due to the Police being very 'street-level' culturally
(Hell, I think if we had Melbourne Cops in Mt Druitt - I think things would have been a lot different) ...and probably why crime is more 'organised' in the Upper Class of Melb' and guys like Packer, Rivkin, Skase, Grollo Bros, etc prefer Melbourne. Although brought up in the rough and tumble of Mt Druitt -Houso capital of Australia, west of Sydney ...I was always thinking twice about catching a train out to Heidelberg around Melbourne, for fear of the 'rich' boys "Cruisng this neighbourhood and think 'clubbing' is done with a length of wood" (TISM).
I would take a guess then that the majority of complaints against Centrelink emanate from the Sydney 'culture' and these would be indeed the ungrateful scumbags that is so cliche'. They can be so bad that they rob other poor people rather than get some balls and take a pot shot at the Lodge.
Might be more to do with the Victorian Police' love affair with dispensing VFL; Very Fast Lead. 'BANG' 'BANG' BANG' Stop Victorian Police.
