Likewise Australia legsilates based on what they consider Democratic or Secular ideology to be.

No it doesn't. Neither ideology says anything about what the rules should be. It is an ideology about the mechanism, not the outcome.

I've already explained that rules are based on laws, laws on constitution and constitution on ideological or/and religious believes..

It's based on a belief, which the believer holds to also be rational. It's still a belief. We have a law against murder, because we BELIEVE it's not a nice thing to do.
