A racial outburst by a leader of Melbourne's Catholic church has angered community groups who believe he should have anger management counselling.

Reverend Monsignor Geoffrey Baron, Dean of St Patrick's Cathedral, was captured on video abusing a group of skateboarders about a year ago.

The film was posted on YouTube, which has drawn an angry reaction from child protection groups.

The amateur footage shows Reverend Baron delivering an angry tirade of racist comments, the ABC reports.

"Move off the property you (expletive) fool. Move!" he says in the video.

"You're the foreigner there - look at the slitty eyes, black hair."

Another remark, "go back to where you come from", drew a heated response from community leaders.
