Thats easy, to easy but I suspect you may have problems working it out.

If one drug dealer has been politically set up and jailed then you pardon that one.

If the drug dealer is in a drug running boat loaded with drugs then you kill that one.

Now I know you would prefer to have political prisoners and allow boats full of drugs to make it to America but fortunately you don't have a say in it.
