Well, drug smugglers, oil rig technicians, maritime researchers, the list goes on. The survivors of the attack were cleared of all wrongdoing by their respective officials. They are reported to be recovering from their ordeal.
All civilian subs are required to notify authorities and those capable of rescue where their subs are and when they're going down and to what depth.
The depth they are allowed to dive to is limited by rescue equipment located in that area.

What's the evidence? Where are the charges? Why's his prez accusing DL of murder?
And why does it even matter if he was a drug smuggler? Columbia abandoned the death penalty in 1991. it's constitution says the right to life is inviolable.
Our own legislation says the same. Life, it would seem, is as fundamental to being Australian as it is to being Colombian.

Duterte is currently detained in the Hague - for
extra-judicial killings of so-called drug-users.To date, your DL's given orders to kill 36, and counting. The US is not a signatory to the ICC.
Instead, it's a signatory to the US Constitution. Whatever happens from here on in, your DL will be either impeached and indicted for murder - or he'll cancel the 2028 presidential election to avoid it.
My money's on the latter.
