"In her first speech to parliament she spoke of wanting to support jobs and business in the NT, rather than the shackles of welfare dependency".

She vaguely mentiond employing "common sense' to achieve this, in her Press Club speech yesterday; can you assist her in spelling out how to free blacks from the "shackles of welfare dependency"? (I still haven't seen your claimed post revealing your policy...).
