Well, it's how it gets to your computer ... things can go wrong in your house with modem, Wifi, interference from household appliances, too many devices using your internet ... these problems added to copper wire outside your house means you'll get very little signal at your computer

My satellite connection is just a dish picking up a signal and usually only real bad weather is the cause of the internet speed dropping. There was no bad weather and yet I could only get 0.08 speed. The problem ended as suddenly as it started, so I reckon my provider was fooling around with it or maybe the Russians were hacking the satellite lol, you never know, we don't get told anything
But yes, my cheap internet has always had a reasonable speed. It wasn't the "cheapness" that caused the 0.08 problem, it was something else entirely
