LONDON, Sept 21 (Reuters) - President Vladimir Putin on Wednesday ordered Russia's first mobilisation since World War Two, warning that Moscow would respond with the might of all its vast arsenal if the West continued with what he called its "nuclear blackmail."

The blunt warning from Russia's paramount leader, whose country has more nuclear warheads than even the United States, marks the biggest escalation of the war in Ukraine since Moscow's Feb. 24 invasion.

"If the territorial integrity of our country is threatened, we use all available means to protect our people - this is not a bluff," Putin said in a televised address to the nation.

Putin accused the West of plotting to destroy Russia and gave his explicit support to referendums that will be held in swathes of Ukraine controlled by Russian troops, the first step to formal annexation of a chunk of Ukraine the size of Hungary.

The war, which has triggered the worst confrontation with the West since the 1962 Cuban Missile Crisis, has killed tens of thousands and sent an inflationary wave crashing through the global economy.

Putin said he had signed a decree on a partial mobilisation. The mobilisation, which affects anyone who has served as a professional soldier in Russia rather than a conscript, begins immediately.

Sergei Shoigu, Russia's defence minister, said separately he expected 300,000 people to be called up.

After pro-Russian officials in four areas of Ukraine controlled by Russian soldiers asked for referendums on joining Russia a day earlier, Putin said Moscow did not have the moral right to give them up to "executioners"

Russia, Putin said, would support the decisions of the people of the Donbas and the Kherson and Zaporizhzhia regions of Ukraine. That paves the way for the formal annexation of about 15% of Ukrainian territory.

Putin said his aim was to "liberate" east Ukraine's Donbas region, and that most people living in regions under Russian control did not want to be ruled by Kyiv anymore.

In his nightly address, Zelensky said there were lots of questions surrounding the announcements but stressed that they would not change Ukraine’s commitment to retake areas occupied by Russian forces.

“The situation on the front line clearly indicates that the initiative belongs to Ukraine,” he said. “Our positions do not change because of the noise or any announcements somewhere. And we enjoy the full support of our partners in this.”

The upcoming votes are all but certain to go Moscow’s way. But they were quickly dismissed as illegitimate by Western leaders who are backing Kyiv with military and other support that has helped its forces seize momentum on battlefields in the east and south.

“I thank all friends and partners of Ukraine for today’s mass principled firm condemnation of Russia’s attempts to stage new sham referenda,” Zelensky said.

In another signal that Russia is digging in for a protracted and possibly ramped-up conflict,
the Kremlin-controlled lower house of parliament voted Tuesday to toughen laws against desertion, surrender and looting by Russian troops. Lawmakers also voted to introduce possible 10-year prison terms for soldiers refusing to fight.


If approved, as expected, by the upper house and then signed by Putin, the legislation would strengthen commanders’ hands against failing morale reported among soldiers.

As far as Putins' threats against other countries go, I don't think Putin will do poo.

He knows that if he loses to Ukraine it's curtain time for him. He'll be lucky to not get the death penalty. He's conscripting kids as a last ditch effort since everything else he's tried to win in Ukraine has already failed. If he cannot beat Ukraine, what hope has he off beating anyone else.

Ukraine conflict: Russia arrests hundreds at anti-war protests

Russian police are reported to have arrested hundreds of protesters rallying against the Kremlin's decision to call up thousands of extra troops to fight in Ukraine.

Russian human rights group OVD-Info put the total at more than 1,000. The largest numbers arrested were in St Petersburg and Moscow.

Dozens were held in Irkutsk and other Siberian cities, and Yekaterinburg.

Flights out of Russia sold out fast after Vladimir Putin's announcement.

Russia's president ordered a partial mobilisation, meaning some 300,000 military reservists - but not conscripts - will be drafted to bolster Russia's forces who have suffered recent battlefield reverses in Ukraine.

The move came a day after occupied areas of Ukraine announced snap referendums on joining Russia.

And in remarks condemned by Ukraine and its allies, Mr Putin stressed that he would use "all available means" to protect Russian territory - implying this could involve nuclear weapons.



The Moscow prosecutor's office on Wednesday warned that calls on the internet to join unauthorised street protests, or participation in them, could incur up to 15 years in jail. They could be prosecuted under laws against discrediting the armed forces, spreading "fake news" about Russia's military operation in Ukraine, or encouraging minors to protest.

Russia's tough penalties for spreading "disinformation" about the Ukraine war and police harassment of anti-Putin activists have made public anti-war protests rare.

But the anti-war opposition group Vesna called for widespread protests, and on Telegram it reported many arrests across Russia. A video clip from Yekaterinburg showed police violently bundling protesters into a bus.

Vesna called its action "no to mogilisation" - a play on words, because "mogila" in Russian means grave.

Pavel Chikov, a lawyer for the Russian human rights group Agora, said Agora had received 6,000 inquiries to its hotline since Tuesday morning, from Russians wanting information about soldiers' rights.

Meanwhile, flights to popular destinations such as Istanbul in Turkey and Yerevan in Armenia were snapped up, and prices for remaining seats skyrocketed.

The price for flights from Moscow to Istanbul or Dubai reached as high as 9,200 euros ($9,119) for a one-way economy class fare following Mr Putin's announcement, the Associated Press reported.

There's a deep indoctrination that Russia will get nuked at some time. Putin is working that fundamental fear with US already firing advanced HIMARS that are winning. He may have poked the ant's nest too hard. Or maybe hornet's nest.

What? No condemnation of the evil American military-industrial complex from the forum Leftists? And where is the EU pacifists who had so much influence over Merkel's Leftist policy of appeasing Russia through economic investment?
