What happened here is awful however in terms of your question and considering that he was a conservative politician it is more likely that he was harsh on Muslims.
He had some strong positions on the middle east and some Muslim countries no indication that this is relevant (or not) but fairly clear that he wasn't welcoming Muslims with open arms.
