You are talking about one of the worlds worst police forces overall.
This police force are in many cases out of control corrupt and routinely murder people. This is not the best advertisement for carrying and if fact there may be less crime if they didn't carry.

It is obvious that the combination of the US piecemeal system of law enforcement skills training, intrenched racism and corruption with the sheer number of race related police shootings is a huge driver to the problem not so much any part of the solution.
