True, "they are not interested in/capable of creating a functional society".

Those who desire to form a functional [i.e. a peaceful and prosperous] society, will always, necessarily, seek to have have a foundation of, 'right actions' [i.e. merit] by those who hold authority [in government],
in conjunction with a real [i.e. a functional], and institutionalised, justice system.

You said.....

But a regime like the [current] CCP is likely to 'linger', indefinitely, imo.

Possibly for decades, so long as the CCP regime can maintain a capable secret police 'auxiliary' force.

But i would argue, that that, isn't a prospect to be welcomed!!,
when we are all very aware, that in the 1990's, the old Soviet system morphed into what is, today,
in effect, a mafia controlled state** !

And, isn't that [the 'mafia state'], actually the absolutely 'lowest common denominator', of the form of the political states that could be organised by men [and women] ?

North has been rattling on about this non stop for months.

The problem is that Liberal Western Democracies are an isolated and recent event when viewed over the span of human history. And even then they are trending towards greater inequality and totalitarianism.

The regime there, may be repugnant to many, but doesn't China retain the definition of being a civilised country ?
