After all these "cybersecurity" rules are in place,
no foreign company may encrypt data so that it cannot be read by the Chinese central government and the Communist Party of China.
In other words,
businesses will be required to turn over encryption keys.
Chinese officials will be permitted, under Chinese law, to share seized information with state enterprises.
This means the enterprises will be able to use that information against their foreign competitors.....

But remember, so far as being 'a system of laws',
The Peoples Republic of China, is a closed, authoritarian, totalitarian [even], political state.
There is no requirement in law, of public or 'lawful' scrutiny, of what Xi's regime does.
There are no individual, or even 'human' rights [protected in law], within China.
Once an individual or corporation is charged with any criminal offence, within China, here is no [right to] public scrutiny, of the process which will occur, within China's judicial system.
China has a closed judicial system and closed courts, which are not open to public scrutiny, or to any open reporting.

Is a totalitarian state.
