The short version is, Trump Jr took the actions that broke the law. Mueller acknowledges this but didn't pursue it because he was concerned that Trump Jr and the rest of those involved
lacked the general knowledge of the illegality of their conduct.
So they were too stupid to know they were breaking the law, a defence that wouldn't work for you or me despite the garantuant levels of stupidity you display on the regular.
So return to the topic, Trump Jr is lucky that "we don't jail people for being profoundly ignorant and dumb!" because otherwise since he broke the law getting the political dirt on Clinton from the Russians, he'd be in the slammer.
And to that, since all of this with Ukraine happened after this, Trump has no excuse for being too stupid to know it was illegal when he solicited them for a campaign contribution in the form of a public announcement of the Bidens being investigated, something Zelenski already had a media appearance booked to do.
What's worse is that he was holding up the money he had no right to, for 50 days until he was caught doing so, until Zenelski delivered, which as he said, he was booked in and ready to do. Bribery is an impeachable offence.
