The Morrison government has repeatedly batted away a growing swell of support for an increase to Newstart, an unemployment benefit that has not seen a real increase for a quarter of century.
Such demands for an increase are likely to be reignited when a Senate committee begins an examination into the adequacy of Newstart next week.
There have been widespread calls to increase the Newstart payment beyond its twice yearly indexation, from welfare and business groups, economists, the Reserve Bank, federal Labor and the Greens, as well as former Nationals leader Barnaby Joyce.
In its submission to the inquiry, professional services firm KPMG calls for Newstart to rise from $277.85 per week for a single person to $370 per week, which would move it up to 50 per cent of the national minimum wage,
"This would still allow room for a significant financial incentive for moving into even the lowest-paid work for three or more days per week," it says.
It argues Newstart should support the unemployed in finding a new job by providing sufficient funds to eat to a healthy standard, keep a roof over their heads, maintain clothing appropriate for job interviews and travelling to attend interview and Centrelink appointments.
KPMG believes Newstart does not adequately meet these objectives at present.




"If Newstart allowance does not achieve these things, then it undermines the ability for the Newstart program to get people back in to sustainable employment within the shortest reasonable timeframe, and prolongs the period over which the Newstart allowance must be paid," it says,
In 1994, Newstart represented around 30 per cent of the average weekly wage of those employed in the retail and accommodation/restaurant sectors - traditionally the lowest paid sectors in the Australian economy.
Those sectors today earn around $1,180 per week.
Raising Newstart to $370 per week would lift it back to around 30 per cent of the average weekly wage of those sectors.
KPMG estimates with 700,000 to 710,000 people receiving Newstart, an increase to $370 per week would cost the federal budget around $3 billion to $3.5 billion a year.
It notes the government is anticipating a budget surplus of around $7 billion in 2019/20, increasing to $11 billion, $17 billion and then $9 billion in the outer years.
"Australia has a choice about whether to apply a portion of this surplus to increasing Newstart, instead of paying down government debt," it says.
The Senate Standing Committee on Community Affairs' inquiry into Newstart starts on October 10 in Canberra.

Unemployed workers save the country a hell of a lot more money than they cost in Newstart payments due to the RBA reducing the cost of debt.

Someone with a taxable income of $100,000 a year with a $100,000 mortgage saves money overall. They're paying about $24,500 in tax, Newstart is about 3% of that (about $700 a year). The RBA keeps pushing down its bond rate to encourage employment growth - because unemployment is high. That's saving about 2% gross interest a year on a typical mortgage, so someone with a $100,000 mortgage saves about $2,000 a year due to the indirect effect of unemployment. Most mortgages are larger than that, so the savings for most mortgages are correspondingly greater.

The country can easily afford a Newstart increase.

Calls for an increase to Newstart payments look set to dominate Anti-Poverty Week, which starts on Sunday.
The unemployment benefit, which hasn't seen an increase for 25 years other than twice-yearly adjustments indexed to inflation, came under the scrutiny of a Senate committee during the week amid ongoing widespread demands that the payment should be raised.
Organisers for Anti-Poverty Week say it is not right that people should be living in poverty in a country as rich as Australia.
"Increasing Newstart and linked payments would help reduce poverty for around one million Australians including about 160,000 children whose parents depend on these payments," they said in a statement,
Anti-Poverty Week (October 13-19) will host a number of events, including Cassandra Goldie, chief executive of peak welfare body ACOSS addressing business leaders at a breakfast hosted by St Vincent de Paul in Canberra on Monday.
ACOSS has been running its "Raise the Rate" campaign for a number of months, calling for a $75 per week increase to Newstart.
Dr Goldie will be joined to launch Anti-Poverty Week by Independent senator Jacqui Lambie, ACT Federal Labor MP David Smith, and territory MPs Shane Rattenbury and Joy Burch.


The Morrison government has so far batted away widespread calls to increase Newstart from welfare and business groups, economists, the Reserve Bank, federal Labor and the Greens, as well as former Nationals leader Barnaby Joyce.

I recently heard about a family in Brisbane who have a Mortgage.
Husband, wife and son (19) are on DSP - I presume their only disability is a weight problem! Younger son (17) and other son (10) also have weight problems. Imagine! 3 x DSP plus the rest of the handouts .... living in clover?

I have a family of dead beats living a few blocks away from me.
They are a full family of dead beats.
Mom and dad have never had a job......ever
The two children have never had a job, live in the same house, with their dead beat partners, all on the dole.
The grandchildren have recently come of age, they too now live on the dole, they had extensions added to the house so they can fit in with their kids.

They own the house.
They have several near new cars
They are tidy, clean and generally well dressed
The kids are well fed and happy.
All because they pool their doles to get quite a good income.

BUT NONE OF THEM HAVE EVER DONE A DAYS WORK.

Now, I do t know their whole situation.
I do know there are at least two disabled stickers on two of their cars.
But we now have 3 generations of dole bludgers living well on the dole, with another coming along nicely.

They have found nirvana,  live comfortably, if frugally.
Don't drink or smoke
Easy to get on with and good neighbours.
But never worked a day in their lives.

Mark, who was only identified by his first name, told the committee on Friday the welfare system operated “to deter or to destroy but certainly not help”.

Mark said his background as an award-winning journalist was not recognised when he went on Newstart five years ago.

“Once you get caught up in the system … you’re reminded very, very quickly how much your own background and professional history mean nothing,” he said.

Mark said he was pushed onto welfare after a traumatic break-up.

“I counted the days waiting (for payment) and that’s what you do on Newstart,” Mark said. There has been widespread pressure for a raise to the $40-a-day dole, which has barely budged in real terms for a quarter of a century.   Sad

The Australian Council of Social Service told the committee a boost to the payment would see a boost to the economy.

Chief executive Cassandra Goldie said she knew the politicians on the committee had come to parliament to do good things, and raising welfare payments would be one of the effective ways to fix national poverty rates.

“This is the best good thing you could do,” Dr Goldie said.

Foodbank Australia said people in cashless welfare card trial sites were having difficulty accessing food in an “affordable and routine way”.

He said an inadequate welfare safety net enhanced people’s fear about innovation, technology and their jobs.

KPMG has favoured increasing Newstart since 2016.

Mr Wardell-Johnson said he had been shocked to learn that about half the people on Newstart are aged over 45. A friend of his was made redundant at the age of 55 after a long career in industry training.

“She went to more than 100 interviews before she got a job,” he told senators.

“That’s quite different from the image of the lazy 30-year-old or so, which I think is very much a misunderstanding of people on Newstart.”

The Morrison government has rejected calls to raise Newstart, with a multi- agency submission to the hearing saying the government’s focus was on strengthening the budget.   Sad

Wonder how the inquiry into the Newstart is going as it started on Oct 10 and it is now Oct 16.

West Coast Sentinal


Senator for South Australia Marielle Smith believes an increase in Newstart could provide an economic stimulus in towns such as Ceduna.

Ms Smith recently visited the West Coast as well as Murray Bridge and said the Liberal Government was out of touch with regional South Australia.

In rural and regional SA there are 19,633 people on Newstart, including 8911 in the electorate of Grey.   

"Instead of stigmatising and demeaning Newstart recipients, the government should be coming up with a plan for our economy," Ms Smith said.

"We have stagnant wages, rising costs and the economy is growing at its slowest pace in a decade.   

"An increase to Newstart would not only help people doing it tough, it would provide much needed economic stimulus, especially in regional South Australia."

Ms Smith said during her visit she wanted locals to be heard on state and national issues.

"People living in places like Ceduna and Murray Bridge are crying out for economic stimulus in their towns," she said.

"They are crying out for investment and they are crying out for more jobs.

"An increase to Newstart could help deliver this."

She said boosting Newstart was not just a social policy issue, but also about growing the economy.

Federal shadow minister for Families and Social Services Linda Burney recently launched a petition calling for an increase Newstart, which attracted 11,000 signatures on the first day.

"We are encouraging people to sign the petition and know so much of the benefit in an increase of Newstart will go to regional people," Ms Smith said.

Another source of stimulus would be for the government to pull its finger out, uphold its end of mutual obligation, and create the more than 2 million full-time jobs that are needed in this country. Not in ten years. Those jobs are needed NOW.

Another way the government can fulfil its mutual obligation requirements is to stop signing treasonous free trade agreements that sell out Australian jobs to foreign workers without giving Australian workers any opportunity to take those jobs. All those agreements will need to be ripped up and renegotiated.

Auggie, but Socialism has been proven to be a failure everywhere it is tried.

The problem is it runs out of money as nobody is working to create wealth in the economy so Socialism is a downward spiral to poverty.

But try to tell that to the Lefties smiling on Newstart and other assorted Welfare rorts who have never done a days work in their lives.
