The Morrison government has repeatedly batted away a growing swell of support for an increase to Newstart, an unemployment benefit that has not seen a real increase for a quarter of century.
Such demands for an increase are likely to be reignited when a Senate committee begins an examination into the adequacy of Newstart next week.
There have been widespread calls to increase the Newstart payment beyond its twice yearly indexation, from welfare and business groups, economists, the Reserve Bank, federal Labor and the Greens, as well as former Nationals leader Barnaby Joyce.
In its submission to the inquiry, professional services firm KPMG calls for Newstart to rise from $277.85 per week for a single person to $370 per week, which would move it up to 50 per cent of the national minimum wage,
"This would still allow room for a significant financial incentive for moving into even the lowest-paid work for three or more days per week," it says.
It argues Newstart should support the unemployed in finding a new job by providing sufficient funds to eat to a healthy standard, keep a roof over their heads, maintain clothing appropriate for job interviews and travelling to attend interview and Centrelink appointments.
KPMG believes Newstart does not adequately meet these objectives at present.




"If Newstart allowance does not achieve these things, then it undermines the ability for the Newstart program to get people back in to sustainable employment within the shortest reasonable timeframe, and prolongs the period over which the Newstart allowance must be paid," it says,
In 1994, Newstart represented around 30 per cent of the average weekly wage of those employed in the retail and accommodation/restaurant sectors - traditionally the lowest paid sectors in the Australian economy.
Those sectors today earn around $1,180 per week.
Raising Newstart to $370 per week would lift it back to around 30 per cent of the average weekly wage of those sectors.
KPMG estimates with 700,000 to 710,000 people receiving Newstart, an increase to $370 per week would cost the federal budget around $3 billion to $3.5 billion a year.
It notes the government is anticipating a budget surplus of around $7 billion in 2019/20, increasing to $11 billion, $17 billion and then $9 billion in the outer years.
"Australia has a choice about whether to apply a portion of this surplus to increasing Newstart, instead of paying down government debt," it says.
The Senate Standing Committee on Community Affairs' inquiry into Newstart starts on October 10 in Canberra.

Unemployed workers save the country a hell of a lot more money than they cost in Newstart payments due to the RBA reducing the cost of debt.

Someone with a taxable income of $100,000 a year with a $100,000 mortgage saves money overall. They're paying about $24,500 in tax, Newstart is about 3% of that (about $700 a year). The RBA keeps pushing down its bond rate to encourage employment growth - because unemployment is high. That's saving about 2% gross interest a year on a typical mortgage, so someone with a $100,000 mortgage saves about $2,000 a year due to the indirect effect of unemployment. Most mortgages are larger than that, so the savings for most mortgages are correspondingly greater.

The country can easily afford a Newstart increase.

You mean corporate welfare as in negative gearing and capital gains tax discounts ? How many billions of uncollected tax does that cost the economy each year ?

Calls for an increase to Newstart payments look set to dominate Anti-Poverty Week, which starts on Sunday.
The unemployment benefit, which hasn't seen an increase for 25 years other than twice-yearly adjustments indexed to inflation, came under the scrutiny of a Senate committee during the week amid ongoing widespread demands that the payment should be raised.
Organisers for Anti-Poverty Week say it is not right that people should be living in poverty in a country as rich as Australia.
"Increasing Newstart and linked payments would help reduce poverty for around one million Australians including about 160,000 children whose parents depend on these payments," they said in a statement,
Anti-Poverty Week (October 13-19) will host a number of events, including Cassandra Goldie, chief executive of peak welfare body ACOSS addressing business leaders at a breakfast hosted by St Vincent de Paul in Canberra on Monday.
ACOSS has been running its "Raise the Rate" campaign for a number of months, calling for a $75 per week increase to Newstart.
Dr Goldie will be joined to launch Anti-Poverty Week by Independent senator Jacqui Lambie, ACT Federal Labor MP David Smith, and territory MPs Shane Rattenbury and Joy Burch.


The Morrison government has so far batted away widespread calls to increase Newstart from welfare and business groups, economists, the Reserve Bank, federal Labor and the Greens, as well as former Nationals leader Barnaby Joyce.

If they're stupid enough to give dole bludgers $370 per week I might quit my job and spend summer sitting on the beach drinking beer.

The Dole was never meant to be a lifestyle choice if you want more money get a job

How is it a 'lifestyle choice' when there are no jobs?  Go sit on the beach then - see if you can find anyone else who is doing that all day and all night.

If you want unemployed workers to get a job, tell every unemployed person you meet about jobs in your company. Personal responsibility goes BOTH WAYS: mutual obligation REQUIRES it.

I recently heard about a family in Brisbane who have a Mortgage.
Husband, wife and son (19) are on DSP - I presume their only disability is a weight problem! Younger son (17) and other son (10) also have weight problems. Imagine! 3 x DSP plus the rest of the handouts .... living in clover?
