The Forum has a rule against personal criticism. Why isn't it enforced?

Most posters obey the rules. Some posters post some personal criticism from time to time. A couple of posters post so many personal attacks that half of their posts contain one in some form or other, yet they are not sanctioned. Why?

How does everyone else feel about this?
