Passersby were shocked to see a large rat taking a seat at a Sydney pizza restaurant in broad daylight last week.

But an ecology expert says it's the new norm, with plagues of the rodent heading to the surface from the city's underground.

Sydney isn't the only city at risk of seeing rats roaming the streets.

Overpopulation and its consequences are to blame for the plague, Associate Professor for Wildlife Ecology at the University of Sydney Mathew Crowther says.

"It's simple - rats like food," Crowther told 7NEWS.com.au.

"They're more like humans than people like to think."

He said with more eateries opening to cater to a growing population, rats were increasingly more inclined to head to the surface in search of scraps.

According to the latest government data, Sydney is Australia's most densely populated city, with Melbourne not far behind.

But the number of complaints of rats in the harbour city has been rising at a steady rate over the past four years.

In the past 12 months, more than 330 complaints have been made.

There are also 162 active pest penalty notices displayed on the NSW Food Authority's website, which was last updated on Tuesday.
