It is obvious that some people are genetically better equipped to deal with situations their environment throws at them. That is why through the plagues in Europe that killed 60-40% of people over and over gave advantages to those that survived. Evolution chose some, denied others. As i said, (hopefully you'll understand this time) that it logically follows that some cultures aren't stupid enough to create plague conditions in the first place.
