If you pursue that WWW search you will discover, that that phrase is most commonly attributed as being spoken by the moslem,
in his deceitful 'attendance', towards persons who he clearly and 'righteously' hates [but, towards those persons whom the moslem, clearly has no present capacity to assail].

Interestingly, a very similar phrase, and a phrase which conveys the meaning of the same hidden hatred and deceit towards another, is also found in the Jewish scripture.

"...they bless with their mouth, but they curse inwardly."
Psalms 62:4


But in this instance, that personal conveyance of hidden hatred and deceit is properly attributed to the wicked person.
