That is true, but society can only address the "homeless" problem to the extent of the individual. Some people are just not capable of fitting into the ever more complex "necessities and requirement" of urban life. That is why the jolly swagman camped by the billabong.

They also reap the lion's share and still have plenty left over after paying part of their tax burden.... Joe and Jo Bloggs generally have nothing left over.
