So if the marriage of a minor is not recognised unless sanctioned in advance by a court,(no, it isn't) the charge applicable should be kidnapping and procuring for sex trafficking?

Sex with a minor is ILLEGAL - as is or/and kidnapping
Just as is sex with my canine "spouse" is ILLEGAL
That is another issue, that warrants a separate thread

Just offering alternative charges that might be laid to help control this situation...

I would have thought that forcibly procuring a minor for the purposes of sexual acts is a serious offence... especially if that minor is transported beyond a certain distance in order to facilitate that procurement .....Sounds like kidnapping and sex trafficking to me....
