If you read the ruling on that you will see that when they were found out they were removed from the investigation and eventually sacked. The conclusion was that there is no evidence that any of these people were able to use their bias in the official investigation - they had no impact on the results. All their input was vetted and other people made the decisions.
Remember that the major conclusion was that the result was an acceptable outcome made in line with previous decisions.
Remember that the original intention of this investigation was to put Hillary in prison and declare the original investigation to have been corrupt.
The result was the opposite of that.
