Our 'dual carriage' has a bike or safety lane - wide enough for a car - there should be no need to pull over into the other lane to pass a bike.... are they supposed to be on freeways?
If you look very closely when you get on the freeway in Perth, you might notice signs on the left that say 'No Bicycles' or words to that effect.
Let me put it this way, mate. Only a suicidal cyclist would deliberately ride down the middle of the road in front of an approaching car for no other reason than to risk their life. In most cases there would usually be some valid reason, because there is a much higher degree of danger on a bike in the city than in a car.
It does not make any logical sense except as some kind of political statement, and if that is the case, then all I can write is that they'll get over it when the animosity that they have to put up with on the roads calms down. I am sorry that there are those amongst us who cannot see the big picture of this little commuter war and lift their game like most Western Australian drivers have since last December.
It is much safer to do what Gillard and Brown told us and be nice to the Sky God when we travel in the city now. Your grand children will than you one day for your kindness and courteous manners to your friendly neighbourhood cyclists, (if that's not taking it too far).
