It seems like a big case of who you know, what you know. And the police not doing their duty, for which they're payed by the taxpayer.

Whilst I agree this is dereliction of duty on behalf of the police, if the Premiers wife was sober, what difference would an RBT have made?

It wasn't an RBT. It was for a breath test after an accident.

I don't know about Victoria, but most jurisdictions make it illegal to refuse a breath test.  Doesn't matter if you are sober or not. You try refusing an RBT and see whether they let you off.

Sorry, my mistake in stating RBT, it was a compulsory breath test that wasn't enforced by the police.

The father of the 15-year-old cyclist injured in the crash confirmed to the Herald Sun that he was still waiting to hear from the Premier and his wife more than four years later.
The boy was taken to the Royal Children’s Hospital, where he underwent surgery to stem internal bleeding, also suffering a punctured lung, broken ribs and cuts.
