He put words in there that were not there before.

There is no common law form of marriage, that it is between a man and a woman because marriage is a legislative thing, not judge–made law.

I think both are possible, the wording was changed to clarify and narrow the intent of the act.

My view is to have the plebiscite. Once the people decide then MPs can wrangle with their 'conflicting' values. I'm very confident that the plebiscite will pass with a significant majority; I'm going to predict about a 2/3's approval rating.
