So that would mean that in summers past there were hotter temperatures. That's how averages work right? Add all your summers together, the low ones, the high ones and the middle ones. And then divide by the the number of record, seeing as your using monthly figures, 160 for the 150 years.
Of course really you would have to leave the long term average in whole degrees, because the thermometers were not that precise as to use tenths of a degree.
You would also have to take into account changes of equipment and siting.
WMO states for a Class1 site -"c) Measurement point situated:
(i) At more than 100 m from heat sources or reflective surfaces (buildings, concrete surfaces, car parks, etc.)
