That would stop larger & larger prisons being built. Hanging has failed as a solution for crime, Bobby. Australia was a direct outgrowth of that penalty being the major one available in the UK. But hanging is also about cleaning up society of all the scum. So a person who steals a loaf of bread because they are starving is "scum", Bobby? How about a maid who steals a handkerchief to feed her children? They "scum" too? How about a young boy steals a penny to pay his rent? They "scum" too?
