LABOR senator Penny Wong has compared the Turnbull Government to a gang of orcs as changes to race-hate speech laws were debated in Parliament today.Senator Wong invoked the J.R.R. Tolkien’s Lord of the Rings series in describing changes to the Racial Discrimination Act the government says will strengthen protections for free speech and against racial vilification.
Prime Minister Malcolm Turnbull’s agenda was now being “set for him by the rednecks”, she said.
“Laws are amended when they have been found to be inadequate by the courts, or when they are no longer able to meet contemporary legal demands,” Senator Wong told Parliament today.
“This government has singularly failed to demonstrate why this Act needs changing,” she said.

“Why is it that this government seems determined to subject us to a constant amateur-hour channelling of J.R.R. Tolkien, transforming this parliament into a kind of Mount Doom.
“Why is it that it seems to model itself on the grotesques who live in the land of Mordor?
“Why is it that virtually everything it touches, the Racial Discrimination Act for example, is left tarnished and spoiled as though it had been mangled by a gang of Orcs?”
Attorney-General George Brandis accused Senator Wong of playing politics when she attempted to delay debate on the bill.
Freedom of speech had been a “major issue” in public discussion for more than three years, Senator Brandis said.
He said a joint parliamentary committee that looked into freedom of speech in 2016 held nine full days of public hearings, including a hearing in every capital city in Australia before a report was tabled in November. The government consulted with Australian Human Rights Commission president Gillian Triggs and took up many of her suggested amendments, Senator Brandis said.
“The merits had already been extensively canvassed,” he told parliament.
Federal Labor left the door open to support changes to the way the Human Rights Commission deals with race-hate complaints in a party room meeting today.

But caucus still voted to oppose the government’s proposed changes to the Racial Discrimination Act from the words “offend”, “insult” and “humiliate” to “harass and intimidate”.
Caucus decided to seek further amendments to the commission’s complaints-handing process.
The Senate crossbench broadly supports changes to the process but not the word changes.
It is understood the government has further amendments, which Labor has yet to see, to the bill originally presented last week by Attorney-General George Brandis.
Greens leader Richard Di Natale said the proposed changes were about internal coalition politics and Malcolm Turnbull satisfying the right wing of his party. The Greens thought they had seen the end of the 18C debate when former prime minister Tony Abbott dropped the matter.
“This is like some bad zombie movie, it just keeps coming back and back and back,” he told parliament.
There are mixed views in the community about changes to race-hate laws. An Essential poll published on Tuesday showed 40 per cent of Australians believed existing laws were “about right”, with 26 per cent saying they are too weak and 16 per cent indicating they are too strict.
Asked about the specific wording change, 45 per cent of voters approved compared with 34 per cent against.
