My guess is the workers were being paid by the metre when they were scratching out this dusty road. Either that or they were pissed on lack of oxygen sickness.

There's no doubt the scenery in those parts is very humbling for their sheer overwhelming bulk and majesty.

That was about 4500m, the  locals were not fine of course.  I'd taken about 10 days of gradual climbing to get there and was fine,  but people who'd gotten there quickly were struggling
