Israel and Judah were two Jewish states. Not so.

Israel was the northern Kingdom
Judah [in Jerusalem] was the southern Kingdom
But 'generically', the term 'Israel' can also mean the [unified] whole people of God.
The 'lost sheep'.
Today, the Jewish people are
the only identifiable remnant of the original houses of all the tribes of Israel.
But God knows full well who he will choose
as his children as his inheritance.
