Only twice in history has war been declared in advance of hostilities.... not sure when those were...
As for WW III, the scene is set, the players have their lines down pat, the stage hands are moving things behind the scenes, the orchestra is warming up the overture ....... and the initial scenes are beginning to unfold on a darkened stage.....
World Wars are generally about trade share, rather than about national ego or fear of another nation .... which is why, even though there is much sabre-rattling going on, North Korea and Russia are not really players. Even the Modern Muscovite Mafia-based capitalista is not so foolish as to assume that going to war with the nations all their income is derived from is a good idea.... a little national pride is good for people, but not is being end of game, dah? You say.. for bread and circus of people?
I still say any major conflict will be in the Western Asian Pacific Basin, and over the same issues that lead to the first conflict in that region prior to and into WW II, but with different allied players this time around. And I continue to doubt it will be a nuclear contest..... the outcomes for one highly populated side would be enormous, and even in conventional terms technological and training and experience of the US will still prevail.
A large dust-up in one international arena should create a more congenial atmosphere for future negotiations across the globe, and the human race can happily go back to shagging and over-populating itself to death....
