.. the reason why there is no correlation between high numbers of sharks off our beaches and attacks on humans is because large numbers of them betray the presence of huge schools of bait fish, while low numbers of sharks would suggest a relative absence of bait fish.

ie. The more sharks there are, the more likelihood there is that huge shoals of fish are gathered out there as well, and hence no need for the toothy beasts to come nibble on the bathers.
