they can only stop you while you are fishing, or if they suspect you've been fishing  ... have you ever seen one stop you in the CBD to ask if your fishing license is up to date?
They can stop you for even being on a boat. Cops can pull you over randomly. I don't see what's wrong with pulling up some ethnics to see if they have their papers in order.
