the 'law of the sea' isnt actually a law and 'nearest' was part of the doctrine when ships were under sail not modern ships.  and even then taking them to port didnt mean letting them stay there.

I am pleased someone like Howard and Abbott exist to keep out borders secure.  You and your wimpy compatriots dont seem to care who comes or how many.
