But treaties would unlikely have resulted in a stronger society.

It's debatable that treaties, in themselves, in the US, Canada, and New Zealand, have necessarily led to more integrated societies.

In New Zealand, for example, the treaty is at the core of the dispute between Maori and non-Maori, leading to division that has seen co-sovereignty - apartheid - raise its ugly head.

However, you can walk to the summit from the main entrance on Mount Eden Road.
The main gates to the summit are open from 7 AM to 8:30 PM in the summer and 7 AM to 7 PM in the winter.
Here's a more detailed breakdown:

Vehicle Access:

Vehicle access to the tihi (summit) of Maungawhau / Mt. Eden
has been restricted to pedestrian access only since 2016-2019.

Walking Access:
You can access the summit by walking from the main entrance on Mount Eden Road.
