I think you use Moses to signify wisdom, sagacity, and power. The sort of awesome Godly power used to perform feats like parting the Red Sea and leading a nation out of slavery. You want the prestige that comes from a Biblical prophet, and who better than one of the best?
In leading a nation of desert wanderers, Moses enforced some of the harshest laws in human history. They were, of course, harsh times, but many of the laws were not about security or survival, but religious dictate.
The Jews were a nation
and a religion. Blasphemy, worshipping "false idols" and not observing the Sabbath were all punishable by death by stoning. These were the laws of Moses, outlined in the Book of Leviticus.
And yes, you also use Moses because you believe in the above principles. You believe in religious discipline, and you believe in strong laws.
